NEWS FROM THE
WASHINGTON DC CHAPTER – 12/4/02
It’s been a busy fall season for those of us in the Nation’s Capital. In
observance of the 9/11 anniversary, the chapter made “remembrance ribbons”
and gave them out to Headquarters staff. We also provided free copies of
the “Helping America Cope” book for parents.
We were very excited to see the SPARs in town for their 60th anniversary
reunion in October. Coast Guard World War II women veterans came from all
over the country for this event. The chapter invited a group of them to HQ
for lunch and a chapter meeting. They may no longer be young, but they are
sure young at heart! At least one promptly joined the CGEA!
Uniform Exchange II was a big hit again, raising funds for the CPOA
Memorial Fund and donated uniforms for the CGJROTC program at the MAST
Academy in Miami.
The 4th annual Flags Across America event at Arlington National Cemetery
was an overwhelming success! Over 170 Coasties and family members turned
out on a sunny Saturday morning to place flags on Coast Guard graves for
Veterans Day and to hear the history of some of the individuals buried
there.
As service to the Headquarters community, the chapter sponsored a TRICARE
brief to update staff on recent changes. We also co-hosted (along with the
CWOA) a breakfast for all HQ enlisted personnel attending the Professional
Development Day organized by CMC Skip Bowen.

Thanksgiving: Continuing our tradition, turkeys are being delivered to the
Southwest Community House for Thanksgiving baskets for needy families.

DC CPOA Exchanges What?
Why did recent visitors to the Coast Guard Headquarters Chiefs Mess in
Washington, DC witness hundreds of uniform items labeled and neatly
stacked on all the tables? What did this image have to do with
support to a military academy 1,000 miles away?
Ask these questions of members of the Coast Guard Chief Petty Officer
Association Washington, DC Chapter (DC CPOA) and you will get some
enthusiastic replies. DC CPOA member MED4 James ‘Doc’ Roberts calls
it "a win-win undertaking."
According to Roberts, the DC CPOA held its first Uniform Exchange 03-14
JUN 02. DC CPOA members invited Coast Guard
Headquarters all hands
to deliver their clean, serviceable uniform items to the Mess and browse
the Mess for donated items that they could use. Dubbed the DC CPOA
Uniform Exchange, the program assumed Roberts as its manager.
The DC Chiefs also invited Alexandria, VA and Baltimore, MD CPOA
chapters to pass the invitation to Coasties at their units.
The
invitation especially targeted their outlying units, which are staffed
largely by junior enlisted personnel. The DC Chiefs even offered to
pick up items for free.
What does all this have to do with a military academy 1,000 miles away?
The Uniform Exchange idea arose when the DC
Chiefs learned that the Nation
has only one Coast Guard JROTC and that the program needs support.
Roberts contacted the Maritime and Science Technology High School (MAST
Academy) in Miami, FL and learned that the students could use donated
uniform items.
Then Roberts thought of another idea. The Uniform Exchange
provided donors a convenient method to purge their uniform lockers at home
and at work. In return for this service, why not invite cash
donations to benefit the CPOA National Emergency Relief Fund?
Originally scheduled for only 1 week, the continual influx of uniform
donations and popular demand pressed the event to a second week. The
event proved so popular that the DC CPOA may hold it again in 6 or 12
months.
After personally laundering at home many bags of leftover uniform
shirts, Roberts joined the other DC Chiefs on 17 JUN 02 to ship about 40
shirts to MAST Academy JROTC members. The Chiefs also mailed a
44-dollar check to the CPOA National Memorial Fund. The Chiefs then
returned to offices made roomier by purged uniform items.

WASHINGTON, D.C. — The CPOA D.C. Chapter installed new officers at a
midday ceremony at Headquarters June 4. RADM Dennis Sirois, Director of
Reserve and Training, swore in four new officers: CPO Mark Allen,
President; MCPO Alex Keenan, Vice President; CPO Jamie Rambo, Secretary;
and CPO Carmela Martinez-Ortiz, Treasurer.
A ribbon-cutting ceremony signaling the opening of the new HQ Chief’s
Mess was also held in conjunction with the ceremony. The Chief’s Mess is
located in the northwest corner of the HQ cafeteria. A cake-cutting
followed the ribbon-cutting to celebrate "A New Era in the New Chief’s
Mess."
The D.C. Chapter has been heading up the "USCG Flags Across the USA"
program that began at a nationwide level in January 2001. The program is a
way to honor and respect those who have come before us, as local
volunteers place Coast Guard flags on the graves of fellow Coast
Guardsmen. So far, 57 Coast Guardsmen in 23 states and the District of
Columbia have expressed an interest in the program. For more information,

Another major 2001 initiative of the D.C. Chapter is the Leadership
Series, which will bring to Headquarters on July 31, 2001 Pea Island
experts David Wright, David Zoby, and Elisa Carbone. These three reknowned
authors of books about the U.S. Life-Saving Service’s Pea Island Station
will share their insights into leadership examples today’s Coasties can
learn from Pea Island’s famous heroes. For more information, e-mail:
